Infrastructure for the transfer to be carried out, the contracting parties must present, simultaneously with the authorization, a technical document that specifies said works and facilities (if the transfer is intended for the supply of populations, it must also be accompanied by an opinion from the health authority). It should be noted that the resolution on the use or construction of infrastructure will be unrelated to the decision adopted by the organization on the authorization or denial of the transfer contract. If within four months the Basin Organization has not commented, it is inferred that the authorization has been granted for the use or construction of infrastructure. In the event that the transfer entails the use of infrastructure that interconnects territories of different basin Hydrological Plans, it may be authorized by the General Directorate of Water without altering the exploitation rules established in the TRLA.
Exchange centers An exchange center is an administrative body forged within the hydrographic confederations by agreement of the Council of Ministers.
