The reuse of public sector information (RISP) consists of the use by natural or legal persons of the data generated and stored by public sector organizations, for commercial or non-commercial purposes. Making data available in reusable format by third parties represents a major challenge for Administrations. Under this framework, in 2009 the Aporta Project was born in Spain with the aim of promoting the culture of reuse of public sector information and disseminating its social and economic value.
The Aporta project is the result of collaboration between different organizations of the General Administration of the Spanish State belonging to the Ministry of Industry, Energy and Ukraine Mobile Number List Tourism and the Ministry of Finance and Public Administrations. Aporta is developed according to the guidelines set by the strategy for the development of the economy and digital society of the Government of Spain, in 2009 the Plan Avanza and from 2011 the Digital Agenda for Spain.
The main axes that the Aporta project is currently developing can be summarized in the following points: 1 Data.gob.es portal Data.gob.es is the national portal that organizes and manages the Public Information Catalog of the Public Sector. It works as a federated portal that collects and publishes all the information (metadata) that administrations publish on their respective open data portals . Therefore, it houses metadata published by other public organizations and offers information federation and synchronization tools. Likewise, it works as a meeting point for all those interested in the reuse of public sector information and open data. On the portal it is possible to find news, articles and references to ongoing projects useful to the community.
Normative Reuse of the Public Sector in Spain is covered by different regulations such as Royal Decree 1495/2011, of October 24, which introduces the right to reuse documents that are public in nature. Within the framework of Aporta, and thanks to the collaboration of the different collegiate cooperation bodies of the Administration, the Technical Interoperability Standard (NTI) for the Reuse of Public Sector Information is developed. This standard is developed under the National Interoperability Scheme , a mandatory legal text. These regulatory frameworks have made it easier for the Administration to begin publishing its data.
International collaboration The Aporta project actively participates in international initiatives both in research and development projects (for example, the Open Data Monitor project ) and in connecting with other pan-European portals. Thus, interoperability and greater projection of the data published by the Spanish Administration are sought. Support to public organizations The Aporta Project offers support and advice to public organizations, both electronically and in person, in order to make it as easy as possible for interested organizations to publish information and carry out the entire publication process.

5 Public private collaboration Within the framework of the Aporta project, the public-private collaboration forum was launched in June 2013 to promote cooperation within the framework of the reuse of Public Sector information (CPP-RISP Forum). It brings together the administration, industry and academia and seeks to work together in the design of a viable global environment for access to public data for its reuse, facilitating obtaining all its potential economic and social value from it. Monitoring and reporting The actions carried out are continuously monitored to analyze their impact, for which a set of indicators have been defined that are continuously measured and analyzed. During 2015, work will continue along the aforementioned lines in order to maximize the value of the published data and its reuse by both the Administration and the Private Sector.
