It is a parliamentary control mechanism provided for in the Constitution and developed in the Regulations of the Congress of Deputies.
The Congress of Deputies may demand political responsibility from the Government by means of a motion of censure, as set out in Article 175.1 of the Rules of Procedure of the Congress of Deputies.
Requirements for submitting a motion of censure
Article 113 of the Constitution states that a motion of censure must be spam database proposed by at least one-tenth of the Deputies, that is, 35, and must include a proposal for a candidate for the Presidency of the Government.
Article 175.2 of the Regulations of the Congress of Deputies includes the same requirements.
Article 175.2 Regulation : 2. The motion must be proposed by at least one tenth of the Deputies in a reasoned document addressed to the Board of Congress and must include a candidate for the Presidency of the Government who has accepted the candidacy.

Procedure
It is included in article 176 of the Regulations of the Congress of Deputies.
From its presentation to the vote , 5 days must pass . The Congress Board will accept it for processing once it has verified that it complies with the requirements of Article 175 of the Regulations of the Congress of Deputies. The President of the Government and all parliamentary spokespersons are informed.
In the two days following the presentation of the motion of censure, alternative motions may be presented; no alternative motion was presented in the motion of this Tuesday.
The debate on the motion of censure will now begin, in accordance with Article 177 of the Congress Regulations.
After the motion has been debated, the vote is taken. If the motion of censure is not approved by Congress, its signatories may not submit another motion during the same session.
